Brunei sets its own requirements for bringing in dogs and cats. From any departure country your pet needs import permit, microchip, rabies vaccination, rabies antibody titre test, veterinary health certificate and parasite treatment. The rules are the same for dogs and cats.
Quarantine on arrival is mandatory — 14 days; documents do not waive it. Order matters more than the list: the microchip goes in before the rabies vaccination, or the vaccination does not count.

Pets must be identified with a non-encrypted, 15-digit pet microchip that is compliant with ISO 11784 or Annex A of ISO 11785. The microchip must be implanted before the rabies vaccination is administered.
All pets over three months of age must have an original Rabies Certificate, and the rabies vaccination must occur at least 60 days prior to departure and within 360 days of departure.

Brunei's Ministry of Agriculture requires that pets are treated for internal and external parasites between two and seven days before arrival.
An import permit is required for dogs, cats, and birds entering Brunei, which can be obtained by contacting the Ministry of Agriculture. The import permit is valid for 60 days.
A licensed veterinarian in the country of origin must complete the export pet health certificate within 14 days of traveling, and after issuance, the certificate must be endorsed by a government veterinarian.
The order matters more than the list: a step done too early has to be repeated. The intervals come from the same rule fields the engine uses for the earliest departure date.
