How to take a dog or cat out of Montenegro when the owner travels with the pet (non-commercial — up to 5 animals accompanied by the owner, not for sale). Steps run in order; some depend on the destination country. Montenegro runs its veterinary rules on the EU model: since spring 2026 the country is on the EU's list of third countries, so the rabies antibody test is no longer required when flying
The pet must be permanently identified with an ISO 11784/11785 microchip (15 digits) — the baseline requirement for non-commercial movement under the EU rules Montenegro follows. If the chip is non-compliant, the owner must carry a suitable reader. The chip is implanted BEFORE the first rabies vaccine (or at the same time): the chip date must not be later than the vaccination date, otherwise the vaccine must be repeated.
Required. The vaccine is given to an animal older than 12 weeks and only after the chip is implanted. The EU rule applies: after the PRIMARY vaccination a 21-day wait is mandatory before travel. A booster given while the previous shot is still valid needs no wait. An inactivated vaccine of at least one antigenic unit per dose (WHO recommendation) or a recombinant vaccine is accepted. Montenegro itself reports no rabies: the country is self-declared rabies-free (WOAH, since 8 September 2022).
Depends on the destination. For travel to EU countries the test is NOT required: since spring 2026 Montenegro is on the EU's list of third countries (non-commercial movement) and the antibody lab test has been abolished — confirmed by Montenegro's Directorate for Food Safety, Veterinary and Phytosanitary Affairs and by the European Commission decision (EU Regulation 576/2013, Art. 13). The test may still be required for other strict destinations (Japan, Taiwan, USA, UAE, etc.): then blood is drawn no sooner than 30 days after the vaccine and entry no sooner than 3 months after the draw. Level must be ≥ 0.5 IU/ml.
Montenegro's non-commercial movement rules (Pravilnik Official Gazette CG 42/2016) require treatment against the tapeworm Echinococcus multilocularis in the prescribed manner when crossing the border (entry or exit). In practice some destinations also require it (Finland, Ireland, Malta, Norway): a vet performs it 24–120 hours before arrival and records it in the passport/certificate. If the destination does not require it, confirm the need with the official vet when the certificate is issued.
Before the export certificate is issued, a vet examines the pet and issues a clinical health certificate — it is part of the non-commercial movement conditions. This is not the international certificate: it is the basis for the export vet certificate issued by an official (state) vet. Per unofficial sources, the certificate costs about €10; confirm the exact fee and validity period with the vet clinic at the examination.
The international (export) vet certificate for non-commercial movement is issued ONLY by an official state vet (službeni veterinar) — a private clinic cannot issue it. It is processed on an application for certificate issuance (Zahtev za izdavanje sertifikata); the official vet checks the chip, passport, vaccination and the health certificate and issues the certificate on the template from the Pravilnik (Official Gazette CG 42/2016) matching the destination's requirements. Per unofficial sources (to be verified), on departure day vet control is done at Podgorica (TGD) or Tivat (TIV) airport. Confirm the exact filing place (a regional veterinary inspection office of the Directorate) and timing in advance with the Directorate for Food Safety, Veterinary and Phytosanitary Affairs.
