The limits people find out about last: how many animals one person may bring, the minimum age and which breeds are turned away at the border.

The Dog Control Act 1996 prohibits importing into New Zealand dogs of five breeds or types: the Brazilian Fila, the Dogo Argentino, the Japanese Tosa, the Perro de Presa Canario and the American Pit Bull Terrier. The ban also covers dogs belonging PREDOMINANTLY to those breeds — a crossbreed is banned too. This is an import prohibition, not a condition: there is no way round it.

From Australia neither quarantine nor an import permit is needed, but MPI must be notified AT LEAST 5 WORKING DAYS before arrival, using the Application for Veterinary Inspection form sent to australia.dogsandcats@mpi.govt.nz. Border inspections run on weekdays: Auckland 7am–7.30pm, Christchurch 1pm–5pm; there are none at weekends. Miss that window and the animal goes to a quarantine facility until the next working day.
The rules are changing right now, and it affects your timing. The new import health standard (CATSDOGS.GEN of 12 May 2026) has applied since 1 July 2026. Until 1 April 2027 there is a transition period in which meeting the previous 2021 standard is also acceptable. From 1 April 2027 only the new requirements apply, including the pre-export identification check six months before departure.
What that means in practice: if you fly AFTER 1 April 2027, the identification check had to be done by 1 October 2026. MPI advises checking which set applies to your trip with the veterinary authority of the country of export or with your pet transporter.
Dogs confirmed to have been infected with Babesia gibsoni or Brucella canis are not eligible for import into New Zealand, regardless of treatment.
What you need to enter New Zealand
The full list of documents and procedures for entering New Zealand. Every item carries its official source and last-checked date, and is marked as always required or required only from some departure countries.
Identification
Microchipdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
A permanent, unique microchip. The ISO 11784/11785 standard is not formally mandatory but is strongly recommended: MPI may have no reader for a non-standard chip, and the ISO chip is also required to register a dog in New Zealand.
KEY POINT: a veterinarian verifies and records the chip number at EVERY procedure — examination, test, vaccination, treatment. If it was not verified at one of them, that procedure does not count and must be repeated.
«1.5 Identification (1) The cat or dog must be permanently and uniquely identified with a microchip. Guidance: The microchips that meet International Standards Organisation (ISO) specifications 11784 or Annex A of ISO Standard 11785 are recommended. These chips are required for dog registration in New Zealand. 1.7 (1) The microchip identification of each cat or dog must be verified and recorded by »

Vaccination
Rabies vaccinationdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
A rabies vaccination with a vaccine listed in mpi-std-saa, given by a veterinarian no earlier than 12 weeks of age. A PRIMARY vaccination must be given no later than six months before shipment — this is not a typo and not the European '21 days'. The vaccination must remain continuously valid right up to departure: if the manufacturer's period lapses even by a day, the next one counts as primary and the six months start over.
The vaccination and the titre sampling must be done in a category 1, 2 or 3 country or in New Zealand — those done in a non-categorised country are not accepted.
«2.1.3 From Category 3 countries (rabies absent or well-controlled) (2) The cat or dog must be vaccinated or revaccinated for rabies by a veterinarian when the animal was at least 12 weeks of age, in accordance with the recommendations of the manufacturer with a rabies virus vaccine listed in MPI-STD-SAA. The vaccination(s) must remain continuously valid until shipment. In the case of a primary vac»

Tests and treatments
Parasite treatmentdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
Treatment against ticks and fleas with a product listed in mpi-std-saa. A CAT — once, within the 16 days before shipment. A DOG — twice: the first at least 14 days before the Babesia gibsoni blood sample, the last within the 16 days before shipment. Protection must be continuous from the first treatment to departure, per the manufacturer's directions.
This is not a formality: if a tick, alive or dead, is found on arrival the animal is not released — treatment, tests and extended quarantine at the owner's expense.
«2.2 External parasites (1) The cat must be treated by a veterinarian with a product listed in MPI-STD-SAA for the control of ticks and fleas: a) The treatment must be given in the 16 days before the date of shipment. (2) The dog must be treated twice by a veterinarian with a product listed in MPI-STD-SAA for the control of ticks and fleas: a) The first treatment must be given at least 14 days befo»

Rabies antibody titre testdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
The RNATT — rabies neutralising antibody titration test, result at least 0.5 IU/mL. Blood is taken not less than three and not more than twelve months before shipment — a window on both sides, and an expired titre has to be redone. At sampling the veterinarian again verifies and records the chip number.
The laboratory must be approved by the competent authority of a category 1–3 country, or listed by the European Commission, or be a WOAH reference laboratory. MPI recommends waiting 3–4 weeks after vaccination before taking the sample.
«2.1.3 (3) The cat or dog must be subjected to a rabies neutralising antibody titration test (RNATT) listed in MPI-STD-SAA on a sample taken by a veterinarian not less than 3 months and not more than 12 months before the date of shipment, with a result of at least 0.5 IU/mL. (1) The cat and dog must be identifiable by microchip and the number verified and recorded by a veterinarian at the time of b»

Documents
Veterinary health certificatealways+
A veterinary certificate on the MPI model for category 1 — or a certificate agreed with MPI's Chief Technical Officer setting out the same measures. Some countries have negotiated their own forms; check with your pet transporter in advance which one applies to yours. The certificate is signed by an official veterinarian after the inspection two days before shipment.
«1.4 Requirements for clearance (1) To obtain biosecurity clearance, a cat or dog must: d) Be accompanied by a model veterinary certificate, or a veterinary certificate that meets the requirements of clause 1.14.2, has been agreed by the Chief Technical Officer, and details the measures in Part 1, and Part 2 of this IHS that the importer will meet; and e) Be accompanied by an import permit where re»

Import declarationdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
A veterinary inspection within TWO DAYS before shipment. The vet certifies the animal is healthy and fit to travel, free from visible external parasites, dirt, insects and seeds, and free from clinical signs of the diseases listed in the IHS. For dogs additionally: no evidence of recent dog bites, and for entire dogs no visible signs of canine transmissible venereal tumour on examination of the external genitalia.
«1.12 Pre-export veterinary inspection (1) A cat or dog must be inspected by a veterinarian in the 2 days before the date of shipment and be found to be: a) Healthy and fit to travel; and b) Free from visible signs of external parasites, dirt, insects and seeds; and c) Free from clinical signs of infectious or contagious disease that may be caused by any of the identified risk organisms in this IHS»

Import permitdepends on origin+
Not required from every departure country — checking your own route gives the exact answer.
An MPI import permit — mandatory for categories 2 and 3. Apply online no later than eight weeks before you need it: processing takes 30 working days AFTER the full set of documents has been received. Many airlines will not accept a pet on a flight without the permit.
A signed quarantine booking form is attached to the application.
The order matters: book quarantine first, then apply for the permit.
«1.13 Import permit (1) An import permit under section 24D of the Act is required before importation for the following: a) A cat or dog from a category 2 or 3 country (including assistance dogs). Guidance for import permits: Apply for an import permit online at: MPI Online Import Permit at least 8 weeks before it is required. Allow 30 working days for processing after all required documents have be»
