Order matters more than the list: the microchip goes in before the rabies vaccination, or the vaccination does not count.

Dogs, cats, or ferrets being imported must be identified with a non-encrypted, 15-digit pet microchip that is compliant with ISO 11784 or Annex A of ISO 11785.
Unless your pet has lived in a rabies-free country during the six months prior to travel, it must have proof of a current rabies vaccination after microchip implantation. The vaccination must be administered after three months of age.
Animals from rabies-affected (unlisted) countries must undergo a rabies antibody titration in an EU-approved laboratory at least 30 days after vaccination (French/EU 576/2013 rule).
Pets must be accompanied by a government-endorsed veterinary health certificate (EU/French pet passport where applicable).
A pet passport is accepted INSTEAD of the veterinary certificate. This cancels no procedure: the microchip, the rabies vaccination and — where required — the antibody titre remain mandatory. The passport merely attests that they were done, and takes the place of the document otherwise issued for the trip. That is exactly why it is more convenient: a certificate lasts days, a passport lasts years, and it shows the vaccination never lapsed.
The order matters more than the list: a step done too early has to be repeated. The intervals come from the same rule fields the engine uses for the earliest departure date.
