The official Pet Travel page does not set its own carrier-wide breed ban (no brachycephalic clause, no named list). The same page lists breeds barred from ENTRY into Turks & Caicos under local law (Legal Notice 39 of 2003): Akita, any bulldog breed, any mastiff breed, pit bulls (incl. American Staffordshire, Staffordshire Bull Terrier and mixed-breed dogs with pit bull lineage), Bandog, Beauceron, Canary dog/Presa Canario, Doberman Pinscher, Dogo Argentino, Fila Brasileiro, Japanese Tosa, Jindo, Kuvasz, Rhodesian Ridgeback, 'Roman Fighting Dog', Rottweiler, South African Boerboel, and any dog that appears bred for fighting. This is a destination-country entry restriction (applies to flights INTO Turks & Caicos), not a blanket carrier ban across the whole network, so it is not entered into banned_breeds — doing so would extend the ban to all interCaribbean routes, including ones where it does not apply.
