Microchip (ISO 11784/11785) or tattoo identification, recorded in the pet passport. Rabies vaccination must be done after the chip. Union requirements do mention identification, but the Russian regulator explicitly allows non-identified animals to be brought in for keeping at home: we strongly recommend a chip (an individual border post may still refuse without one), but it is not formally mandatory.

Import permit issued by the Chief State Veterinary Inspector of the Kyrgyz Republic into whose territory the controlled goods are imported.

A pet passport is accepted INSTEAD of the veterinary certificate. This cancels no procedure: the microchip, the rabies vaccination and — where required — the antibody titre remain mandatory. The passport merely attests that they were done, and takes the place of the document otherwise issued for the trip. That is exactly why it is more convenient: a certificate lasts days, a passport lasts years, and it shows the vaccination never lapsed.
