An ISO 11784 microchip using HDX or FDX-B technology, readable by an ISO 11785 scanner. A tattoo qualifies only if applied before 3 July 2011. If the chip does not meet the standard, the owner must bring a reader capable of reading it. The chip goes in BEFORE the rabies vaccination — a vaccination given before microchipping does not count and has to be repeated.

A valid rabies vaccination given by an authorised veterinarian no earlier than 12 weeks of age. Validity starts 21 days after the primary course is completed. A booster given BEFORE the previous vaccination expires needs no 21-day wait; a lapsed one counts as primary — and the 21 days start over.

A rabies antibody blood test. Blood is drawn no earlier than 30 days after vaccination, and at least three months must pass between sampling and entry into Norway — the longest lead time in the whole procedure, so plan the trip around it. The result must be at least 0.5 IU/ml from a laboratory approved by the European Commission. The original or a certified copy of the laboratory report is attached to the certificate and travels with the animal. The titre need not be repeated as long as boosters stay on schedule.

For DOGS only — cats and ferrets need no treatment. A praziquantel-based medicine is given by a veterinarian 24–120 hours before entry into Norway and certified in the passport or certificate. The window is narrow: a treatment given a week before departure is too early and does not count.

For regular travellers there is an alternative — the '28-day rule': two treatments no more than 28 days apart before the first trip, then regularly at intervals of no more than 28 days for as long as the trips continue. Miss the interval and the series starts over with two treatments. If the dog stays in Norway, the last treatment is given after the travelling has ended.

The European pet passport is the only document needed when entering from the EEA. It is issued by an authorised veterinarian and is invalid without the owner's signature — the most commonly forgotten detail. No separate health certificate has to be issued for the trip.
