Norway sets its own requirements for bringing in dogs and cats. There is no single set for everyone: what exactly is needed — microchip, rabies vaccination, rabies antibody titre test, pet passport and veterinary health certificate — depends entirely on the country you fly from.
The titre test sets the pace: blood is drawn no earlier than 30 days after the vaccination, and entry is allowed no earlier than 90 days after the draw. Pets may not enter through just any airport: there is only one designated point. The green-channel exception applies only to those arriving OVERLAND directly from Sweden: customs explicitly advise passengers arriving by plane to use the red channel even when coming from Sweden.
Entry is possible through ANY border crossing and Mattilsynet needs no advance notification. You must still be ready to present the animal and its documents on request.

An ISO 11784 microchip using HDX or FDX-B technology, readable by an ISO 11785 scanner. A tattoo qualifies only if applied before 3 July 2011. If the chip does not meet the standard, the owner must bring a reader capable of reading it. The chip goes in BEFORE the rabies vaccination — a vaccination given before microchipping does not count and has to be repeated.

A valid rabies vaccination given by an authorised veterinarian no earlier than 12 weeks of age. Validity starts 21 days after the primary course is completed. A booster given BEFORE the previous vaccination expires needs no 21-day wait; a lapsed one counts as primary — and the 21 days start over.

A rabies antibody blood test. Blood is drawn no earlier than 30 days after vaccination, and at least three months must pass between sampling and entry into Norway — the longest lead time in the whole procedure, so plan the trip around it. The result must be at least 0.5 IU/ml from a laboratory approved by the European Commission. The original or a certified copy of the laboratory report is attached to the certificate and travels with the animal. The titre need not be repeated as long as boosters stay on schedule.

The European pet passport is the only document needed when entering from the EEA. It is issued by an authorised veterinarian and is invalid without the owner's signature — the most commonly forgotten detail. No separate health certificate has to be issued for the trip.
