Serbia sets its own requirements for bringing in dogs and cats. From any departure country your pet needs microchip, rabies vaccination and import declaration. What is needed on top — rabies antibody titre test, pet passport and veterinary health certificate — depends on the country you fly from. The rules are the same for dogs and cats.

The titre test sets the pace: blood is drawn no earlier than 30 days after the vaccination, and entry is allowed no earlier than 90 days after the draw. Rabies antibody titre — because the country of departure is not in Annex 1 to the regulation. Blood is drawn no earlier than 30 days after vaccination, the threshold is ≥0.5 IU/ml at an EU-authorised laboratory; entry no earlier than three months after the draw. How to take a pet out of Serbia: what is arranged at home before the flight.

How to take a dog or cat out of Serbia when the owner travels with the pet (non-commercial movement, up to 5 animals). Steps run in order; some depend on the destination country. The destination country's entry rules are not covered here.

1. Microchip (ISO 11784/11785)+

Permanent identification by microchip is mandatory for any export. For the EU and countries that recognise the EU standard the chip must comply with ISO 11784/11785, and order matters: the chip is implanted BEFORE the first rabies shot — a vaccination given before chipping does not count. If the chip is non-standard, the owner must carry a compatible reader.

2. Rabies vaccination+

Required for any destination. The vaccine must contain at least one antigen unit per dose (WHO standard). After the FIRST shot a 21-day wait applies — you cannot travel earlier. A booster given while the previous shot is still valid needs no wait. The vaccine is given to an already-chipped animal and recorded in the vet passport.

3. Rabies antibody titer (serology test)+

Not always required — it depends on the destination. Serbia is an EU 'listed' (Annex II) country, so to enter the EU itself a titer test is usually NOT required. However, some third countries (Japan, UAE, USA, etc.) require an antibody test. The level must be ≥ 0.5 IU/ml; blood is drawn no sooner than 30 days after the vaccine, and export no sooner than 3 months after the draw. The test is run by an EU-accredited lab. Check the requirement for your specific destination.

4. Pet passport (from an authorised vet)+

The pet must be accompanied by a correctly completed veterinary passport issued by an authorised vet. It records the identification (chip), the rabies vaccination and the treatments performed. Before the trip the vet examines the animal; the passport, together with the chip and vaccination records and (if needed) the titer report, is the basis for the international export certificate. Per unofficial sources (to be verified), a health certificate is also taken shortly before departure — often within ~48 hours.

5. International export vet certificate+

To export to a third country the pet must be accompanied by an international veterinary-sanitary certificate. It is issued by the competent authority — the Republic veterinary inspection of the Veterinary Directorate (Uprava za veterinu) — after checking the documents and examining the animal. The certificate form matches the destination country's requirements (for some countries it is agreed bilaterally); certificate templates for non-commercial movement of dogs and cats are published on the Veterinary Directorate website. Per unofficial sources (to be verified): the form is referred to as VS-40/I-7, and on departure day vet control is done right at Nikola Tesla airport (BEG) before customs. Confirm the exact procedure, place and timing in advance with the Republic veterinary inspection (vetuprava@minpolj.gov.rs, tel. 011 2602-320).
