The official banned-breed list mixes three categories: brachycephalic breeds (reflected via brachycephalic_cargo_banned=true), fighting breeds (Pit Bull, Tosa Inu, Fila Brasileiro, Dogo Argentino), and a separate regional Chinese 'dangerous dog' list (German Shepherd, South Russian Ovcharka, Newfoundland, Cane Corso, Central Asian Shepherd, Great Dane, Irish Wolfhound, Caucasian Shepherd, Samoyed). Two local Chinese breed names (Chuandong Hound, Kunming Wolfdog) are not in breeds.json and were left out.
