The cargo hold does not exist as a transport method at all, so brachycephalic animals are automatically excluded from it too (brachycephalic_cargo_banned=true as a consequence of the general cargo refusal, not a separate breed ban). §14 of the OWP contains no separate breed/brachycephalic ban for the cabin — only dogs and cats are accepted, with no breed distinction.
