How to take a pet out of Bosnia and Herzegovina: what is arranged at home before the flight.
How to take a dog or cat out of Bosnia and Herzegovina when the owner travels with the pet (non-commercial movement). Steps run in order; some depend on the destination country and the route. BiH applies the EU rules (Regulations 576/2013 and 577/2013) and is on the EU's list of 'listed' rabies-favourable countries, which simplifies entry to the EU.
1. Microchip (ISO 11784/11785)+
The animal must be identified with an ISO 11784/11785 microchip. A tattoo is accepted only if it was applied before 6 July 2011 and is still legible. Chip BEFORE the first rabies vaccination: per the Office's rules, the vaccine is given only after the animal has been identified. If vaccinated before chipping, the vaccination must be repeated.
2. Rabies vaccination+
Mandatory. The vaccine is given only AFTER the chip is implanted and not before the animal is 12 weeks old. At least 21 days must elapse from the primary vaccination before the movement — you cannot travel sooner. A booster given while the previous shot is still valid needs no wait. The vaccination is recorded in the animal's vet passport/booklet.
3. Rabies antibody titer (serology test)+
For the EU the titer is usually NOT required: Bosnia and Herzegovina is on the EU's list of rabies-favourable third countries, so a serology test is not needed for a direct movement from BiH to the EU. The test becomes mandatory only if the route passes through a country NOT listed in Annex III of Regulation 576/2013 (e.g. transit via a non-favourable country). Blood is drawn no sooner than 30 days after the vaccine, the level must be ≥ 0.5 IU/ml, and the result is attached to the certificate. For other destinations (Japan, USA, UAE, etc.) a test may be required by the destination's ENTRY rules — check separately.
4. Echinococcus multilocularis treatment+
Dogs only, and only if the destination is in Annex I of Regulation 1152/2011 (UK, Ireland, Finland, Malta, Norway). A vet treats the dog against Echinococcus multilocularis within a 24–120 hour window before arrival and records it in the documents. Cats are not affected.
5. Vet passport and application (Zahtjev)+
The pet must have a vet booklet/passport with the chip and vaccination data. To obtain the international certificate the owner goes to an official or authorised veterinarian, who submits a completed application (Zahtjev) to the BiH Veterinary Office. The package may include declarations (Izjave), a power of attorney (Punomoć) and payment slips (Uplatnice) per the Office's templates.
6. International veterinary health certificate+
The international veterinary health certificate is issued by an official or authorised veterinarian on the basis of a submitted application (Zahtjev). Only a veterinarian authorised by the BiH Veterinary Office, whose signature is in its register, may sign the certificate. For movement to the EU the certificate is valid for 10 days from the day it is issued by the official vet until the check at the point of entry (for sea travel the period is extended by the voyage duration). On departure from Sarajevo (SJJ) the border veterinary inspection checks the documents and the chip.
