The limits people find out about last: how many animals one person may bring, the minimum age and which breeds are turned away at the border.
These are the country's rules. Airlines refuse some breeds on their own — their limits are in the carrier table above.
If the requirements are not met at the point of entry, the veterinary authority chooses the measure itself: refusal of entry, re-export to the country of origin, retention of the animal or another measure. All costs and losses arising from partial or total non-compliance fall on the owner.
A puppy or kitten UNDER 90 days may be brought in — but the vaccination exemption is not automatic. Two conditions apply: the veterinary service of the country of export notes on the certificate that the animal is under 90 days old, and the absence of contact with urban rabies cases in the last 90 days is confirmed (by owner declaration or official epidemiological data).
Separately: if a dam travels with nursing puppies under 90 days, they count as ONE biological unit — the mother's health is certified and the puppies are listed in the 'Additional information' field with date of birth, number and sex.

A microchip is NOT unconditionally required: each MERCOSUR country defines its own identification procedure. But if electronic identification is used — and in practice it is — the chip must comply with ISO 11784 and/or 11785, and its anatomical location must be stated in the certificate.
Rabies vaccination — mandatory for every animal from 90 days of age, with a vaccine authorised by the veterinary service of the country where it is given and valid on the day of entry. After a FIRST vaccination, departure is allowed 21 days later.
TRAP: if the booster was not given before the previous dose expired, the animal counts as vaccinated for the FIRST time — and the 21-day wait starts again. A vaccination one day overdue costs three weeks.
A broad-spectrum treatment against internal AND external parasites, given within the 15 days before the certificate is issued — not before the flight. The products must be authorised by the veterinary service of the country of export and used per the manufacturer's instructions.
A clinical examination by a veterinarian registered in the country of export, within the 10 days before the certificate is issued. The vet confirms there are no signs of infectious or parasitic disease and that the animal is fit to travel. This is a separate step: the examination within 10 days, the parasite treatment within 15 — plan the visits around both dates.
International Veterinary Certificate (CVI) on the single MERCOSUR model, mandatory since 6 September 2025. It is issued by the state veterinary service of the country of departure, not by a private clinic. Valid for 60 days from issuance while the rabies vaccination remains current; that is enough to cover the return trip too. Carry the ORIGINAL — it is not retained at the border and stays with the owner.
A pet PASSPORT is accepted instead of the certificate — on two conditions: it must be valid in the territory of the issuing country and issued or endorsed by its state veterinary service, and it must contain ALL the data the CVI model requires. A Russian pet passport from a district clinic does not qualify: a state service endorsement is needed. Check the data set before departure, otherwise a certificate will be required.
The order matters more than the list: a step done too early has to be repeated. The intervals come from the same rule fields the engine uses for the earliest departure date.
