Kazakhstan sets its own requirements for bringing in dogs and cats. From any departure country your pet needs rabies vaccination, additional vaccination, pet passport and import declaration. The rules are the same for dogs and cats.

Pets per person up to 2 +

No more than two animals per person for personal movement. A third animal shifts the trip into a different regime: an import permit and quarantine are required — that is, preparation in advance rather than paperwork at the border.

Minimum age no limit; vaccination from 12 weeks

A pet arriving from abroad can only land at an airport open to international air traffic: other airports are not border crossing points, so no arriving flight — and no pet — can be cleared there.

In the certificate the veterinarian confirms not only the animal's condition but also the freedom of the territory: 20 days for anthrax, 6 months for rabies and tuberculosis, on the administrative territory or the holding. This is done for you, but it explains why the document comes from the state veterinary service rather than from any clinic.

Rabies vaccination+

Rabies vaccination at least 20 days before dispatch — if the animal has not been vaccinated in the past 12 months. If a multi-year vaccine is still within its validity, the veterinarian certifies this and no revaccination is needed. A third, equally valid option is laboratory confirmation of immunity of at least 0.5 IU/ml. Puppies and kittens under 3 months need no vaccination at all.

Additional vaccination+

Besides rabies, dogs need vaccinations against distemper, hepatitis, parvovirus and adenovirus infections and leptospirosis. Leptospirosis may be replaced by prophylactic treatment with dihydrostreptomycin or an equivalent product registered in the country of export. The timing is the same: at least 20 days before dispatch if the vaccinations were not given in the past 12 months.

Pet passport+

An international veterinary passport bearing the competent authority's record of a clinical examination performed within 14 days before dispatch. For personal movement of no more than two animals it is treated as EQUIVALENT to a veterinary certificate: no separate certificate is needed, nor an import permit or quarantine. The passport does not need to be reissued on arrival.

The movement must be for personal use and cover no more than two animals. The entire simplified regime rests on this condition: no import permit, no quarantine, and a passport instead of a certificate.

The order matters more than the list: a step done too early has to be repeated. The intervals come from the same rule fields the engine uses for the earliest departure date.

Leaving Kazakhstan

How to take a pet out of Kazakhstan: what is arranged at home before the flight.

How to take a dog or cat out of Kazakhstan when the owner travels with the pet (non-commercial). Steps run in order; some depend on the destination country.

1. Microchip (ISO 11784/11785)+

Kazakhstan itself does not require a chip to clear departure, but in practice it is almost always needed — most destinations (including the EU) and airlines only accept animals with an ISO 11784/11785 microchip. For the EU the order matters: the chip date must not be later than the rabies vaccination date, i.e. chip BEFORE the first vaccine (or at the same time). If vaccinated before chipping, the vaccination must be repeated. The chip number goes into the vet passport and all certificates.

2. Rabies vaccination+

Required for export to any country. The shot is given well in advance: for primary vaccination a waiting period applies (usually 21–30 days) before travel — many airlines require the vaccine at least a month before the flight. A booster given while the previous shot is still valid needs no wait. The vaccination record (product, date, batch) must be in the vet passport.

3. Rabies antibody titer (serology test)+

Kazakhstan itself does not require an antibody test for departure — the need depends solely on the destination. For the EU, as well as Japan, the USA, the UAE, Israel, Korea and several others, the test is mandatory: level ≥ 0.5 IU/ml, blood drawn no sooner than 30 days after the vaccine, and entry (for the EU) no sooner than 3 months after the blood draw. The test is run at an accredited lab; note that not every local lab is recognised by the destination, so blood may be sent to a foreign accredited lab. For CIS/EAEU the titer is usually not needed.

4. Veterinary certificate (before travel)+

An internal Kazakhstani vet document. Issued by state veterinary organisations (district/city vet stations) for moving an animal within the country. The vet examines the animal, checks the chip and the vaccination records in the vet passport. The service is free, issued within 1 working day, and can be filed online via the elicense.kz (e-licensing) portal or egov.kz. The certificate is the basis for the international export vet certificate; confirm its validity period when it is issued.

5. International veterinary export certificate+

The final document for taking the pet abroad. It is issued by the territorial inspection of the Veterinary Control and Supervision Committee of the Ministry of Agriculture of Kazakhstan (in Astana, Almaty and Shymkent — through their offices). For dogs and cats you need an application, an ID document and a copy of the vet passport. The standard processing time is up to 2 working days, so apply in advance rather than on departure day. The application can be filed online via the elicense.kz (e-licensing) portal. The service is paid. The exact certificate form depends on the destination (EAEU form for Union states, or the third-country form / EU certificate for the EU).
