SCAT Airlines carries dogs and cats in the hold up to 50 kg. The service is paid: 40 USD per flight. The pet's place is booked in advance — at least 48 h before departure.

Some countries take no animals at all: United Arab Emirates. Direct flights reach 21 countries, but flying there and taking a pet are different questions: the destination country has its own entry rules.

Exception: certified guide dogs for visually and/or hearing-impaired passengers, carried at the owner's feet without a container, muzzled and leashed, with a training certificate; feeding the guide dog during check-in and the flight is prohibited.
This is a service-dog accommodation, not a general pet policy.

The carrier's rule+

Pets travel only as checked baggage in an isolated cargo hold; the animal's weight is excluded from the free baggage allowance and is charged per a special tariff based on container weight — see the weight tiers in fees[]. Sending a pet separately as cargo uses cargo tariffs (no figures found on T0).
The passenger-supplied container/crate must: be large enough for the animal to stand, lie down and turn around; have a sturdy frame and joints; be ventilated on 3 sides (mainly from the top); be clean, with a leak-proof bottom and enough absorbent bedding; have a rim around the bottom perimeter and handles — this matches general IATA LAR requirements, though the site itself does not use the term 'IATA LAR'. Two hours before departure the owner must feed, water and inspect the animal (this is a pre-flight care requirement, not the airline's booking notice period).
Carrying antagonistic species (dog and cat) in the same cargo hold together is prohibited.
Not accepted for carriage: large livestock, wild or laboratory animals, bees, and fish spawn material.
Bird cages must be covered with a light-proof material.
The airline may refuse carriage if it was not booked and confirmed in advance.
