Art. 8.8.8.1 narrowly defines the small-pet carriage service itself: 'domesticated pet dogs and pet cats only; not including animals prone to attack and harm people like bulldog and Tibetan mastiff' — i.e. bulldog and Tibetan mastiff are explicitly named as breeds Air Macau does NOT accept at all (not just in the hold, but as a pet service in principle), for reasons of potential aggression rather than brachycephalic breathing risk, so the brachycephalic_*_banned flags are not set. The word 'like' signals the list is illustrative, not exhaustive — other 'aggressive' breeds may exist beyond the two named, but they cannot be listed without a T0 source, so banned_breeds is limited to the two explicitly named breed_ids.
